Week 1 School Finance EDLD 5342

Part 2 – State Formula Insights and reflections

The first issue that affects the state funding formula is the discrepancy that exists in local district ad valorem (property) taxes. Since local tax bases vary greatly across the state, an effort to equalize allocations to all districts resulted in a plans to infuse state money into calculations. This has led to controversies such as Chapter 41 and 42 school districts, the Robin Hood Act and the current state funding formula. Secondly, , Weighted Average Daily Attendance (WADA), the number of students qualifying for special programs, effects school funding. The numbers of students identified as in need of special education services, participating in career and technology education, and identified as gifted and talented, result in districts receiving funds. Inequities result when these funding formula elements determine how much money is allocated per student. This impacts the guaranteed yield funding. Another funding source that impacts school funding in local districts is the compensatory education allotment. This provides financial support to school districts with populations of economically disadvantaged students and is based on the numbers of students participating in the free/reduced lunch program. It provides support to compensate for academic deficiencies beyond the regular education program.

Reviewing my Internship Plan

I could not work with or for a better person or leader than Dr. Juneria Berges!  In the 2 years that I have worked with her, I have learned so much.  I am excited that she is my site supervisor and value the relationship we continue to develop.
When I met with her about my internship plan, she evaluated it with wisdom and understanding.  Huntsville ISD central office is a small, efficient group.  All of us do a variety of activities each day and she understands that my job naturally involves a broad range of responsibilities that bridge to the superintendent's role.  The items in my plan that she particularly liked were
  •   #2 Competency Area 1:  Strategic Planning- Develop a strategic plan for the electronic posting of PK -12 mathematics,  science and social studies curriculum documents.  Dr. Berges liked this item because of the need that exists to post the curriculum documents in an electronic format.
  •   #37 Competency Area 8: Budgeting, Resource Allocation, and Financial ManagementProfessional Affiliations and Resources- Submit a district professional development plan for mathematics, science and social studies teachers PK – 12 Dr. Berges liked this item because of the fact that in Huntsville ISD there has been no systemic plan for professional development. With the current budget cuts, it is essential that the district have a professional development plan so that money can be allotted and spent on the trainings that are vital to the success of teachers and students in the district.
I am looking forward to working with her on this.  I expect to learn even more from her!
